Developing roadmap for receiving technology transfer from abroad

Under the plan, Ha Noi will deploy mechanisms and policies in a synchronous, timely and appropriate fashion aiming to create a favorable legal environment for transfer, mastery and development of technology from abroad into the city. Also, the capital city will develop the market and establish the application market of new technologies and products in accordance with the Law on Technology Transfer, tax-related laws and relevant guiding documents.

Ha Noi will work to complete mechanisms and policies to support lending and guarantee loans from credit institutions and the Hanoi Development Investment Fund, in addition to encouraging businesses to use capital from their science & technology development funds to carry out the transfer, mastery and development of technology from abroad into the city.

The city will also remove obstacles concerning specialized inspection regulations and administrative procedures for organizations, businesses and individuals that have implemented the transfer, mastery and development of technology from overseas into Ha Noi in the priority sectors and fields.

Promote foreign direct investment (FDI) activities in the city in the direction of encouraging and prioritizing FDI projects using advanced technology, high technology, smart technology, and friendly environment. Completing the statistical work on technology transfer, innovation and application from abroad into Hanoi city.

According to the plan, foreign direct investment (FDI) attraction will be accelerated in the direction of encouraging and prioritizing projects using the advanced, high, smart and environmentally friendly technologies. Besides, the statistical work on transfer, renovation and application of technology from foreign countries into Ha Noi will be completed. 

Remarkably, the city will focus on accelerating information and communication to create a strong transformation in the awareness of all levels, sectors and the whole society about the role, position and importance of technological innovation. Businesses and individuals with significant achievements in technological innovation, as well as in transfer, mastery and development of technology from abroad into Viet Nam will be honored./.
