Under Plan No. 86/KH-UBND issued on March 6, 2026, at least 80 percent of administrative procedures under the city's authority will be delivered as fully online public services, while more than 95 percent of applications are expected to be submitted and processed entirely online.

By June 30, 2026, roughly 80 percent of procedures will be restructured using integrated data systems, with the proportion projected to reach 95 percent by year-end.

Ha Noi residents will soon be able to complete most administrative procedures from home, reflecting the city's efforts to modernize governance and expand digital public services.

Issued on March 6, Plan No. 86/KH-UBND outlines a roadmap to accelerate administrative reform through digital transformation, placing citizens and businesses at the center of service delivery.

The initiative is also designed to enhance transparency and accountability in public administration, improve state management efficiency, and strengthen oversight in handling administrative procedures. These efforts are expected to curb corruption and bureaucratic harassment, while encouraging civil servants to adopt new working methods, improve digital skills, and take greater responsibility in processing online applications.

A central element of the plan is the restructuring of administrative procedures alongside their standardization, digitalization, and the modernization of processing workflows. By leveraging information technology and integrating shared databases at both city and national levels, Ha Noi aims to reduce processing time and costs, minimize travel and in-person interactions, and boost satisfaction among citizens and businesses.

The municipal Public Administrative Service Centre has been assigned to develop a unified framework for restructuring procedures and delivering online public services citywide. Authorities will also review all existing fully online procedures to identify inconsistencies, overlaps, and implementation challenges.

As of February 12, Ha Noi had 2,149 administrative procedures under the management of the municipal People's Committee. Previously, 293 procedures had already been restructured, generating significant socio-economic benefits.

Compliance costs for these 293 procedures once totaled over VND 2.3 trillion (US$87.8 million) annually. Following restructuring, the figure has been reduced to approximately VND 654 billion per year, saving VND 1.65 trillion, or 71.64 percent. The reforms have also eliminated more than 15.1 million hours of travel annually for residents and businesses./.
