All of disadvantaged people in Ha Noi to have digital social welfare records by 2030
VGP - Ha Noi aims to generate 180,000 new jobs annually, maintaining the overall unemployment rate below 2.5 percent and the urban unemployment rate below 3 percent from now to 2030.
This is part of the city's recently-issued Plan No. 418/KH-UBND on the implementation of social welfare policies and support for disadvantaged people.
Under the plan, by 2030, all of disadvantaged people will have digital social welfare records covering their entire life cycle, interconnected with the National Population Database.
It also targets all of residents having electronic health records and receiving regular health check-ups, while all social welfare beneficiaries will receive their allowances through cashless payment methods.
Looking ahead to 2045, Ha Noi envisions a social welfare system approaching the standards of developed and high-income countries, providing high-quality social services, ensuring sustainable social welfare financing, and promoting transparent and accountable governance. The system is also expected to enhance its capacity to respond flexibly and promptly to risks and emergencies.
To achieve these objectives, the city will focus on developing a social welfare database interconnected with national databases on population, insurance, healthcare, education, taxation and employment.
