To sustain this momentum, the city has proposed a number of strategic measures including boosting administrative reform, accelerating digitalization, and enhancing governance across various sectors.
In terms of policy, efforts are underway to develop mechanisms and specialized regulations to clarify and revise the Capital Law; to fully implement decentralization, delegate authority, optimize administrative procedures, and remove obstacles to production and commercial operations.
The city also focuses on accelerating implementation and optimizing the disbursement of public investment capital, while effectively mobilizing private capital to ensure the timely completion and high quality of development projects.
Additionally, Ha Noi has successfully kept consumer price inflation under 4.5 percent, expanded domestic markets, strengthened supply chains, and promoted both e-commerce and local brands. A new priority has been set for monitoring international markets, particularly U.S. trade policies, to develop timely responses to various scenarios and support export-oriented businesses.
Ha Noi is also enhancing its industrial clusters and modernizing technical infrastructure, helping attract large-scale industrial projects and increase production capacity.
In tourism, the city is promoting the use of technology by digitizing Ha Noi's tourism data, supporting the development of smart tourism.
To achieve the 2025 GRDP growth target of 8 percent or higher, the Ha Noi People's Committee issued Document No. 154/TB-VP, summarizing the conclusions of Vice Chairman Nguyen Manh Quyen at the recent Conference on Implementing Solutions for Promoting Economic Growth in the Capital Region's Economic Sectors. Accordingly, the Vice Chairman tasked the Ha Noi Statistics Office with leading and coordinating with the Department of Finance and other relevant agencies to develop specific quarterly growth scenarios for 2025, aiming to exceed the 8 percent target./.
