Ha Noi accelerates land data digitalization

A range of measures have been launched, including the application of blockchain technology for land record management, development of shared databases, and digitalization of administrative procedures. These efforts are expected to enhance the effectiveness of state management while improving public services for citizens and businesses.

Specifically, the city's Department of Agriculture and Environment is currently piloting the application of blockchain technology in land records management. The project is scheduled to complete its development phase in the second quarter of 2026, with implementation planned for the 2026–2030 period.

Meanwhile, the Department has completed and put into operation several digital platforms for monitoring and collecting key natural resource and environmental data. Among them, the Envisoft environmental monitoring data management system is currently receiving data from 261 automated environmental monitoring stations operated by businesses across the city.

The city's land-use planning and land-use plan information portal, together with the environmental monitoring information portal, have also been integrated into the iHanoi application since October 2023, enabling residents and organizations to conveniently access planning information and environmental monitoring indicators.

In the area of administrative reform, the Ha Noi Land Registration Office has restructured its administrative procedures and established electronic workflows. These improvements have reduced processing times by 0.25 to 0.5 working days for seven key administrative procedures, including land registration, issuance of land use rights certificates, reissuance of lost certificates, revocation and reissuance of certificates, and certification for the continued use of agricultural land.

The Ha Noi Department of Agriculture and Environment is also working with the city's Public Administrative Service Center to pilot the integration of the ViLIS Land Information System with the National Public Service Portal. This initiative aims to standardize administrative processes and maximize the reuse of digitized data.

Throughout the implementation process, data will be continuously updated and proactively shared with relevant municipal departments, agencies, and local authorities.

This shared database is intended to support state management, promote the digital economy through land data, facilitate the issuance of land use rights certificates, assist land clearance activities, and streamline administrative procedures for both citizens and businesses.

As digital transformation becomes an increasingly important driver of development, Ha Noi's proactive efforts to build modern data infrastructure, adopt advanced technologies, and comprehensively digitize the natural resources and environment sector not only meet the demands of modern governance but also unlock significant opportunities to maximize the value of the city's land resources.

These initiatives will contribute to the realization of a transparent, accountable, and citizen-centered public administration while establishing a strong foundation for Ha Noi's rapid and sustainable development in the years ahead./.
