Chairman of the Ha Noi People's Committee Vu Dai Thang made the announcement at the Ha Noi Capital Master Plan Announcement and Investment Promotion Conference 2026, held on June 29 in Ha Noi.

Vu called on domestic and foreign investors to partner with the Capital in developing innovation centers, high-tech industrial parks, financial and logistics hubs, modern infrastructure, and smart, green urban areas.

He reaffirmed the city's commitment to building a development-oriented government that acts decisively, works closely with investors, and delivers effective public services.

Ha Noi will continue improving governance, strengthening implementation capacity, and fostering a transparent, safe, and business-friendly investment environment so that investors can operate with confidence over the long term, he said.

The city has proactively prepared legal frameworks, infrastructure, financial resources, and governance reforms alongside the formulation of the Master Plan, enabling projects to move forward immediately after its approval.

"Confidence is built through efficient governance, a transparent, stable, and predictable investment environment, and the timely resolution of difficulties faced by businesses," Vu stressed.

He also reaffirmed the city's commitment to transforming its administration from a management-oriented model to a service-oriented government that places citizens and businesses at the center of policymaking while measuring administrative performance by its effectiveness.

According to the Chairman, the Capital now possesses the strategic vision, institutional foundation, and development momentum needed to enter a new phase of growth. At the national level, Viet Nam is entering a new era of development, driven by major reforms in institutions, science and technology, innovation, digital transformation, private-sector development, foreign investment, education, healthcare, and international integration.

Vu described the conference as the starting point for implementing the Capital Master Plan, which sets out a century-long development vision while creating new opportunities for urban expansion and economic growth.

The plan is underpinned by key policy milestones, including Politburo Resolution No. 02-NQ/TW on the strategic, long-term development of Ha Noi and the Capital Law 2026, which takes effect on July 1.

The new law grants Ha Noi greater decentralization and introduces special policy mechanisms to accelerate the Capital's development. At the same time, the city is implementing central resolutions on innovation, digital transformation, private-sector development, foreign investment, and high-quality human resources.

"The convergence of a long-term vision, a new institutional framework, and strong determination for reform has created favorable conditions for Ha Noi to build a civilized, modern, and prosperous Capital," Vu said.

He noted that a master plan can only succeed if it is translated into concrete projects and measurable outcomes.

"What investors are looking for today is not only the vision of the Master Plan but also the foundations Ha Noi has prepared to turn that vision into reality," he said.

Strategic infrastructure development remains one of the Capital's top priorities. Ahead of the conference, Ha Noi simultaneously broke ground on five urban railway lines, marking the largest expansion of its public transport network to date and advancing transit-oriented development.

Other major infrastructure projects—including ring roads, bridges spanning the Red River, radial transport corridors, flood-control systems, digital infrastructure, and technical utilities—are also progressing rapidly, opening up new development corridors across the Capital.

Meanwhile, Ha Noi is investing in affordable housing, modern urban areas, education, healthcare, digital infrastructure, innovation centers, and environmental projects to enhance both competitiveness and the quality of life./.
