Ha Noi, Chongqing eye closer cooperation in transport, technology, and culture
VGP - Ha Noi and Chongqing are set to cement and deepen cooperation in transport, high technology, green development, and people-to-people exchanges, with both sides aiming to establish official friendship ties in the near future.

At a reception in Ha Noi on October 24, Vice Chairman of the Ha Noi People's Committee Nguyen Manh Quyen welcomed Vice Mayor Xu Jian of Chongqing, emphasizing the importance of international collaboration in achieving the capital's sustainable development goals.
Vice Chairman Quyen said Ha Noi views public transport as the backbone of its sustainable mobility strategy. The city plans to complete 14 metro lines by 2035 and continues to expand major ring roads, river crossings, and regional connections to ease congestion and enhance connectivity.
Ha Noi is also implementing long-term initiatives to cut emissions, promote electric vehicles and renewable energy, and build eco-friendly infrastructure. Additional priorities include flood control, environmental improvement, traditional craft village preservation, tourism development, and social welfare.
"International cooperation plays an important role in realizing these ambitions," Quyen said, noting that Ha Noi and Chongqing share many similarities in urban development, especially in transport, industry, and high technology.
He invited Chongqing-based enterprises to invest in the Hoa Lac Hi-Tech Park and to collaborate on projects involving metro technology, digital urban management, and energy efficiency. Quyen also called for expanding people-to-people exchanges, tourism, and trade, toward formalizing friendship relations between the two cities.
Vice Mayor Xu Jian highlighted Chongqing's rapid development as one of China's four centrally governed municipalities, with a population exceeding 32 million and a regional GDP of more than 3.2 trillion yuan (US$449 billion).
He said the city's mountainous terrain and major rivers have driven the development of advanced monorail and metro systems that now serve as models for integrating public transport into complex urban landscapes.
Chongqing is also home to leading industries in smart vehicles, next-generation networks, electronics, and advanced materials. In 2024 alone, the city produced 2.54 million vehicles, including 953,000 new energy vehicles (NEVs), and accounted for one-third of China's computer output.
Xu expressed his readiness to strengthen cooperation with Ha Noi in metro development, trade, tourism, and green technology. He also invited Ha Noi authorities and enterprises to attend the Chongqing International Fair scheduled for April 2026.
Both officials agreed that Ha Noi and Chongqing share a common vision of green, inclusive, and technology-driven growth. They expressed support for signing a cooperation agreement between the two cities to turn dialogue into practical projects.
The meeting concluded with a consensus to enhance communication among departments, promote business collaboration, and expand cultural exchanges.
Leaders from both sides affirmed that relations between Viet Nam and China continue to grow stronger and more comprehensive, as evidenced by recent high-level visits. In April 2025, Party General Secretary To Lam and Chinese General Secretary and President Xi Jinping issued a joint statement to strengthen cooperation in key sectors such as resource management and sustainable development.
Both Ha Noi and Chongqing pledged to translate this shared vision into concrete initiatives that foster innovation, connectivity, and prosperity for their citizens./.
