Ha Noi doubles effort to improve key governance, administrative performance indexes in 2025
VGP - Ha Noi is stepping up efforts to enhance governance efficiency and administrative performance, with a strong focus on improving key national indexes in 2025.

The Ha Noi Public Administration Service Center (HPASC) guides and supports people and businesses in carrying out administrative procedures and handles administrative procedures across administrative boundaries, reducing the number of one-stop shops.
In October, the city is scheduled to host a conference to review and assess its performance in major governance and administrative indexes, aiming to raise its standing in 2025 and coming years.
The event will focus on three indexes namely the Public Administration Reform Index (PAR INDEX), the Satisfaction Index of Public Administration Services (SIPAS), and the Provincial Governance and Public Administration Performance Index (PAPI).
Three pillars of reform
Under the plan, the PAR INDEX will focus on institutional reform, simplification of administrative procedures, organizational restructuring, and improvements in the civil service, including the promotion of e-government.
The PAPI will emphasize citizen participation, transparency, accountability, anti-corruption control, quality of public services, environmental governance, and the application of digital technologies.
Citizen satisfaction (SIPAS) will center on enhancing the formulation and implementation of policies and the delivery of public services, following a people-centered approach.
The conference will also specify 95 indicators to be improved in administrative reform, 9 indicators related to citizen satisfaction, and 28 indicators concerning governance efficiency, with clear criteria, implementing agencies, and accountability mechanisms.
Streamlining and capacity building
Ha Noi will continue to streamline its administrative apparatus across all levels, developing a two-tier local government model that is lean, effective, and efficient, consistent with the national trend of reorganizing administrative units.
Alongside structural reforms, the city will implement training and capacity-building programs for officials and civil servants — particularly those directly handling administrative procedures, public administration reform, and information technology. The goal is to build a competent, citizen-oriented workforce that can respond flexibly and effectively to public needs.
Ha Noi will also expand channels for receiving feedback and recommendations from citizens and businesses regarding administrative procedures. Responses will be processed under simplified mechanisms to prevent delays or oversight, thereby reinforcing public trust and satisfaction with local authorities.
Departments, agencies, and localities will be required to submit regular reports on progress and propose timely adjustments to resolve difficulties, ensuring no stagnation that could affect the city's performance scores.

Concrete targets
Earlier, on June 9, the Ha Noi People's Committee issued Plan No. 159/KH-UBND, directing departments and localities to improve key governance indexes in 2025, including SIPAS, PAR INDEX, and PAPI.
The city aims to maintain its PAR INDEX ranking among the top group of centrally-run cities and provinces, increase both the overall satisfaction rate and national ranking in SIPAS, and preserve its position in Group 2 (Medium-High) in PAPI.
To meet these goals, Ha Noi will continue implementing reform strategies under the 2021–2025 master plan, addressing underperforming criteria and refining evaluation methods in line with Ministry of Home Affairs standards to ensure accuracy and reliability.
Leadership accountability will be reinforced, with department and district heads held responsible for meeting assigned targets. Digital transformation will also remain a key driver, with a focus on improving administrative data systems and strengthening data-based policy advising.
Toward efficient, citizen-centered governance
In March 2025, Ha Noi ranked 60th out of 63 provinces and cities in the Satisfaction Index of Public Administrative Services (SIPAS), scoring 58.5 out of 100 points, according to the National Public Service Portal.
Following the ranking announcement, on April 21, the Ha Noi People's Committee issued directives to enhance service quality and address low-scoring areas. Districts and townships were tasked with reviewing and updating administrative procedures, ensuring all cases are processed on schedule and in full compliance with regulations.
Civil servants must strictly follow the city's administrative procedures information system and publicly post electronic results to promote transparency.
The municipal authorities also emphasized strengthening communications and guidance for citizens and organizations on using online services, aiming to increase the proportion of public service applications submitted digitally.
The city's Administrative Service Centre will continue updating procedural information and synchronizing data between the local and national portals. Regular IT training will also be provided for officials to improve their digital competency.
The Office of the Ha Noi People's Committee will direct the Centre for Communication, Data, and Digital Technology to publicize progress and results on the city's electronic portal in accordance with the Prime Minister's instructions.
With a combination of administrative streamlining, digital transformation, and stronger public accountability, Ha Noi is positioning itself to achieve higher scores in key governance indexes. These measures are expected to enhance service quality, improve citizen satisfaction, and further strengthen the efficiency and responsiveness of local authorities in the coming years./.
