Secretary of the Ha Noi Party Committee, and head of Ha Noi National Assembly delegation Tran Duc Thang made that above statement on July 7 during his reception for Russian Ambassador to Viet Nam Gennady Stepanovich Bezdetko.
The meeting aims to promote substantive cooperation between Ha Noi and localities of the Russian Federation, building on the traditional friendship and Comprehensive Strategic Partnership between the two nations.
Tran reiterated that Viet Nam always values and remembers the invaluable support and assistance provided by the people of the former Soviet Union and today's Russian Federation during Viet Nam's struggle to safeguard national independence, as well as its nation-building and development efforts.
He noted that following his recent visit to Kazan in the Russian Federation as part of a high-level Vietnamese delegation, Ha Noi hopes to further translate cooperation orientations into concrete actions with Russian localities, including Moscow, Saint Petersburg, and the Republic of Tatarstan.
Highlighting the vast potential for bilateral cooperation, the official affirmed that Ha Noi stands ready to facilitate Russian businesses seeking investment and partnership opportunities in the capital, particularly in high technology, industry, healthcare, infrastructure development, and urban transportation.
The city places particular emphasis on expanding cooperation in urban railway development—one of the city's priority areas as it strives to build a modern and civilized capital, he noted.
Ha Noi hopes to strengthen exchanges with Russian partners on symbolic projects such as the "Moscow House" in the capital city and the "Hanoi House" in Moscow, which would further deepen the friendship between the two capital cities, told the host.

For his part, Bezdetko hailed the support of Ha Noi's leadership, affirming that the bilateral relations are built on a long-standing tradition of friendship, mutual trust, and close cooperation fostered over generations.
The Russian localities and businesses have shown strong interest in cooperation opportunities with Ha Noi, particularly in high technology, infrastructure, urban transport, healthcare, education, and people-to-people exchanges, underlined the diplomat.
Both sides vowed to further strengthen exchanges and connectivity among government agencies, local authorities, and businesses to translate cooperation orientations into concrete projects, thereby deepening the Viet Nam–Russia Comprehensive Strategic Partnership and creating new opportunities for cooperation between Ha Noi and Russian localities in the years ahead.
During the meeting, the two sides also discussed measures to facilitate educational cooperation, tourism, cultural exchanges, and travel between their peoples./.
