Ha Noi fully digitizes foreign worker management to boost administrative efficiency
VGP - Starting October 20, all administrative procedures related to foreign labor in the capital are handled exclusively through the portal at https://dichvucong.gov.vn.

Starting August 1, 2025, individuals and organisations in Ha Noi can enjoy 15 free utilities when accessing public administrative services.The conveniences include high-speed Wi-Fi, photocopying and document printing services, file folders, paper clips, pens, and pre-prepared application forms and declarations (both digital and paper versions, where legally required).
The move marks a significant milestone in the city's digital transformation enables individuals and businesses to submit applications, track progress and receive outcomes electronically, eliminating the need to visit government offices. The initiative aims to reduce costs, shorten processing time and ensure greater transparency.
The city transitioned the entire process of managing foreign workers onto digital platforms, providing around-the-clock online support, faster processing and enhanced transparency via the National Public Service Portal.
The Ha Noi Public Administrative Service Center (HPASC) reported that the online system grants users the flexibility to submit documents anytime, anywhere, monitor applications in real time and, if required, obtain both electronic and physical results free of charge through postal services.
The center reiterated its commitment to expanding digital public services based on the "four no's" principle: no paperwork, no direct contact, no waiting time and no geographical barriers — ensuring convenience, transparency and secure data management.
To further support residents and businesses in accessing digital services, the center operates a 24/7 multi-channel assistance system. Free guidance on online procedures, document scanning and submissions is available at support centers across the city.
Users can also seek help via the 1022 hotline (extension 7) or contact the smart hotline 19001009 for assistance through Chatbot and Callbot features integrated into the iHanoi app.
By late June 2025, the Immigration Department under the Ministry of Public Security in Ha Noi had launched a 50-day pilot to issue Level-2 electronic identification accounts for foreigners residing, working or studying in Viet Nam.
According to the Ministry of Home Affairs, Viet Nam had nearly 162,000 foreign workers at the end of 2024. Of these, about 12,800 were exempt from work permit requirements, while more than 149,000 were subject to permits. Nationwide, nearly 109,000 new permits were issued, over 18,700 were extended, around 11,900 reissued and documents processed for 9,500 applicants.
Foreign workers came from roughly 110 countries, with Chinese nationals accounting for 30.9 percent, South Koreans 18.3 percent, Taiwanese 12.9 percent and Japanese 9.5 percent.
The Ha Noi Public Administrative Service Center (HPASC) officially began operations from December 31, 2024. The center is located at 197 Nghi Tam Street, Yen Phu Ward, Tay Ho District, Ha Noi. It operates under the direct management of the Ha Noi People's Committee and has authority to handle administrative procedures across the city. The center's operations include 24/7 service availability, submit-from-anywhere receipt of applications, digitization and integration with national systems./.
