Ha Noi implements Capital region coordination mechanism for environmental management
VGP - The Ha Noi People's Committee issued Plan No. 268/KH-UBND on implementing a Capital region coordination mechanism for environmental management.

The plan aims to specify the responsibilities of the Ha Noi People's Committee in its role as the lead coordinating agency for implementing the Capital region coordination mechanism for environmental management. It also assigns specific tasks to the city's departments, agencies, subordinate units, and relevant commune- and ward-level People's Committees.
Accordingly, Ha Noi will proactively prepare the necessary conditions to effectively fulfill its role as both the coordinating agency and the standing technical body. The city will receive and consolidate information and data, identify priority tasks, and advise on issues to be submitted to the Capital Region Environmental Coordination Conference.
The plan also provides the basis for the Department of Agriculture and Environment to lead the drafting of the regional environmental plan, a list of priority tasks and projects, and procedures for early warning and response to inter-provincial environmental issues.
The department will also consult local authorities before submitting these documents to the Capital Region Environmental Coordination Conference for consideration and approval.
The plan seeks to enhance coordination among localities in the Capital region by strengthening data sharing, early warning mechanisms, and the handling of environmental issues that may affect two or more localities.
It also aims to ensure that implementation of the coordination regulations is practical, cost-effective, avoids duplication, and does not create unnecessary administrative procedures.
The city will review the current status of environmental data, including information on air quality, surface water, wastewater, emissions, solid waste, pollution sources, environmental incidents, public environmental complaints, waste treatment facilities, border areas, and environmental hotspots with potential cross-regional impacts.
Ha Noi will also compile existing programs, plans, schemes, projects, and ongoing tasks related to air pollution control, water resource management, solid waste management, emissions inventories, and environmental monitoring and supervision.
Under the plan, the city will develop a draft framework for regional environmental data, including data structures, reporting templates, connectivity standards, and procedures for updating, sharing, and utilizing environmental data.
In addition, Ha Noi will review the current environmental monitoring network, including monitoring locations, parameters, frequency, monitoring methods, equipment status, information disclosure mechanisms, and the capacity for data connectivity and sharing.
Based on this review, the city will prepare an outline for a Capital region environmental monitoring network scheme for each development phase./.
