Ha Noi intensifies crackdown on smuggling, counterfeit goods

VGP - The Ha Noi People's Committee ordered a city-wide crackdown on smuggling, trade fraud, counterfeit goods and intellectual property violations throughout 2026, with authorities focusing on high-risk products and online trading platforms to safeguard consumers and ensure a healthy business environment.

The Department of Industry and Trade, the standing body of the Steering Committee was tasked with coordinating with police, customs, tax authorities and relevant agencies to carry out synchronized inspections and enforcement measures. Inspection teams will operate in specialized groups covering both traditional markets and e-commerce platforms.

Under the leadership of the Ha Noi Market Surveillance Sub-Department, authorities will step up inspections and strictly handle violations involving smuggling, trade fraud, counterfeit goods and intellectual property rights in physical markets, online marketplaces and social media platforms.

The campaign will place particular emphasis on monitoring online business activities, identifying and penalizing traders dealing in counterfeit branded products, while strengthening public communications to raise legal awareness and discourage illegal trade.

To ensure effective implementation, the City's Steering Committee 389 identified five key groups of tasks in 2026.

The first is to strictly implement major Government directives, including Resolution No. 397/NQ-CP on the national strategy through 2030, Directive No. 13/CT-TTg, and the peak campaign against smuggling, trade fraud and counterfeit goods before, during and after the 2026 Binh Ngo Lunar New Year (Tet).

The second focuses on proactively identifying emerging methods of violations by strengthening intelligence gathering and improving forecasting capacity. Enforcement efforts will prioritize e-commerce platforms, international airports and high-risk commodities such as narcotics, firecrackers, petroleum products, dietary supplements and electronic devices.

The third task is to implement the "Six Clear Principles," ensuring every assignment clearly defines the responsible person, the task, the timeline, the responsibility, the expected outcome and the authority, with accountability assigned directly to individuals and agency heads.

The fourth aims to strengthen communications and inter-agency coordination by mobilizing the participation of mass organizations and the public. Functional agencies will work closely with the media to provide timely and accurate information on violations.

The fifth focuses on strengthening discipline within enforcement agencies, preventing corruption and misconduct, reviewing shortcomings in relevant legal documents, and upholding the principle that there are no "off-limits" areas or exceptions in handling violations.

According to the Ha Noi Market Surveillance Sub-Department, during the first six months of 2026, the city's market surveillance force inspected 2,992 cases and detected 2,864 violations related to smuggling, trade fraud and counterfeit goods.

Authorities transferred 43 cases showing signs of criminal offenses to investigation agencies for further handling in accordance with the law.

Inspection and enforcement activities generated more than VND 56.6 billion for the state budget, while goods confiscated, ordered for destruction or destroyed under regulations were valued at nearly VND 47.8 billion./.
