Ha Noi maintains top spot in 2026 Provincial Innovation Index
VGP - Ha Noi topped the 2026 Provincial Innovation Index (PII) with overall score of 63.80, retaining the leading position for the fourth consecutive year.

The results were announced by the Ministry of Science and Technology at the 2026 National Innovation Day in Ha Noi on October 4.
The PII results provide localities with an additional basis for identifying their strengths and weaknesses and selecting appropriate solutions to promote innovation and socio-economic development.
The 10 leading localities in the 2026 PII rankings were Ha Noi, Ho Chi Minh City, Hai Phong, Quang Ninh, Bac Ninh, Hue, Da Nang, Thai Nguyen, Tay Ninh, and Hung Yen.
The PII results not only reflect the overall rankings but also highlight the specific advantages and strengths of each locality.
Ha Noi ranked first in 18 out of 52 component indicators.
These indicators are directly related to research, development and innovation capacity, including research and development (R&D) personnel, R&D expenditure, the number of science and technology organizations, the proportion of enterprises engaged in R&D activities, and the proportion of enterprises engaged in innovation activities.
The capital city also topped a number of intellectual property output indicators, including patents, utility solutions, plant varieties, trademarks and industrial designs, as well as indicators related to poverty reduction and human development./.
