Ha Noi prioritizes partnerships with universities, institutes, and enterprises
VGP - Ha Noi is seeking collaborations with universities, research institutes, and enterprises to enhance performance in science, technology, and innovation, develop smart city initiatives, and cultivate a skilled workforce for future growth.

Vice Chairman of the Ha Noi People's Committee, Truong Viet Dung, said the city will partner with these institutions and launch a network of innovation hubs by the end of this year to promote research and technological development. These initiatives align with the Politburo's Resolution No. 57-NQ/TW on science and technology advancement.
"Ha Noi is also exploring more flexible management mechanisms, particularly in salary structures, to attract talented professionals and high-quality experts," Dung added.
Truong noted that Ha Noi has approved six specialized resolutions providing tax incentives for individuals and businesses engaged in innovation, funding for equipment acquisition and operations, and policies to support the city's startup ecosystem. The city is also planning a smart city around the Yen Xuan – Tien Xuan Urban Area near Hoa Lac Hi-Tech Park, which is expected to become a new growth engine and contribute to double-digit economic growth.
"In addition, Ha Noi is considering introducing semiconductor education into the lower secondary school curriculum to help students develop technological thinking and skills from an early age," he said.
At the meeting with Vu Duc Loi, President of the Viet Nam-Korea Institute of Science and Technology (VKIST), Loi shared the institute's formation, objectives, and achievements after nearly a decade of operation. VKIST focuses on eight main research areas aligned with national strategic technologies, including environment, energy, biotechnology, mechatronics, and information technology.
Each year, VKIST develops new inventions, many of which have been commercialized to generate sustainable funding for research. The institute also prioritizes training specialized researchers, collaborating with the Korea Institute of Science and Technology (KIST) since 2017 to train semiconductor experts in design, fabrication, testing, and packaging. "This trained workforce will form the core team for VKIST's semiconductor laboratory once completed," Loi said.
VKIST is implementing a corporate innovation partnership program, in which researchers work directly with enterprises to analyze production processes and propose technological solutions that improve productivity. Initial results show participating companies have increased output by several hundred percent through applied research. This year, VKIST plans to pilot the program with five high-tech enterprises and expand it further in the coming years.
Vice Chairman Truong Viet Dung commended VKIST's vision and accomplishments, expressing hope that the institute will continue contributing to high-quality workforce training and supporting Ha Noi's development goals.
