This information was released by the Viet Nam Chamber of Commerce and Industry (VCCI) and the US Agency for International Development (USAID) at a meeting held in Ha Noi on April 16.

The top five includes  Da Nang city,  Dong Thap Province, Lao Cai Province, Ho Chi Minh City and Quang Ninh Province.

Remarkably, the northern province of Lao Cai jumped 14 steps to the 3rd position in the PCI 2014 thanks to reviewing, amending and supplementing regulations related to the investment environment.

Viet Nam Chamber of Commerce and Industry (VCCI) President Vu Tien Loc said this is the first time in the past five years the business confidence index (BCI) has showed signs of recovery: “The report surveyed 11,500 domestic and foreign businesses. The encouraging 2014 PCI results signified the business community and foreign investors’ optimism about business and investment prospects and their positive views on the Trans-Pacific Partnership (TPP) potential for investment promotion and growth. All expressed their hope for stronger reforms in committed fields.”

US Ambassador to Viet Nam Ted Osius spoke at the ceremony to announce the report: “The PCI amplifies the voices entrepreneurs, the domestic private sector, and foreign invested firms. Over the last 10 years, the PCI has played a widely-recognized role in advancing economic governance in Viet Nam during the time when improvements in government’s governance have been critical to Viet Nam’s ability to take all advantages of trade agreements like the US-Viet Nam bilateral agreement and the World Trade Organization.”

The US pledges to continue to support Viet Nam in promoting sustainable economic growth, he added.
