Ha Noi ranks second nationwide in business performance
VGP - Ha Noi posted an impressive score of 5.41 points in the 2025 Business Performance Index (BPI), ranking second nationwide.
The report was introduced for the first time by the Viet Nam Chamber of Commerce and Industry (VCCI).
The capital ranked behind only the southern metropolis Ho Chi Minh City, which scored 5.67 points, and ahead of Quang Ninh Province, which scored 5.33 points.
Alongside the BPI, Ha Noi's 2025 PCI assessment also highlighted several notable strengths in its component indicators:
On Access to Resources: Ha Noi scored 6.69 points, ranking first nationwide. The result reflects the city's significant efforts to unlock land resources and make land-use planning information more publicly accessible and transparent.
The city has ensured consistency and uniformity in databases and maps across the entire planning system, including national land-use planning, city planning, local land-use plans, and relevant sectoral and field-specific plans. At the same time, Ha Noi has sought to optimize access to credit and other inputs for the business community.
For Administrative Procedure Compliance Costs: The capital city scored 7.77 points, 0.46 points above the national median. This improvement was driven by efforts to accelerate administrative reforms in conjunction with the operation of digital government and the use of shared data. The city has restructured administrative procedures, increased the provision of online public services, and promoted the reuse of digitized data, thereby reducing compliance costs for individuals and businesses.
On Business Support Policies: Ha Noi scored 6.00 points, 0.57 points above the national average. The result underscores the city government's role in supporting the private economic sector, particularly its proactive efforts to promptly institutionalize and implement major policy directions issued by the central government.
Ha Noi's strong performance comes as the city is vigorously implementing two strategic resolutions of the Politburo, including Resolution No. 57-NQ/TW on the development of science and technology, innovation, and digital transformation, and Resolution No. 68-NQ/TW on the development of the private economic sector.
On this basis, the capital city has developed a comprehensive system of measures to support small and medium-sized enterprises (SMEs). Support packages focus on enhancing technological capacity, providing legal advice, training human resources, and expanding market access.
In particular, the city is promoting the "three-party linkage" model—Government, Businesses, and Universities—across Ha Noi. At the same time, the city is focusing on developing an innovative startup ecosystem and expanding shared digital data infrastructure, enabling businesses to access and utilize data to support the development of new products./.
