The capital city continued to maintain positive growth momentum in the first nine months of 2026, with gross regional domestic product (GRDP) rising 10.02 percent year-on-year in the third quarter, bringing growth for the first nine months to 8.85 percent.

However, the gap between actual performance and the full-year growth target of 11 percent remains substantial, requiring more decisive policy measures in the final quarter, noted Vu.

Under its updated growth scenario, Ha Noi has set a target of 16.54 percent GRDP growth in the fourth quarter, aiming to achieve the full-year growth target of 11 percent.

Specifically, the services sector is projected to grow by 18.43 percent, industry and construction by 14.50 percent, and agriculture, forestry, and fisheries by 3.77 percent.

Several industries and sectors are expected to serve as major growth drivers in the final quarter, including construction, with projected growth of 21.69 percent; wholesale and retail trade 21.2 percent; transportation and warehousing 20.55 percent; and accommodation and food services 19.97 percent.

Total realized social investment in Ha Noi is targeted to reach VND 730 trillion in 2026, while state budget revenue is expected to reach VND 650.111 trillion. The city also aims to attract US$4.5 billion in foreign direct investment (FDI) and achieve full-year export turnover growth of 12 percent.

Public investment and construction have been identified as key drivers of growth in the last quarter of the year.

Ha Noi aims to achieve cumulative public investment disbursement equivalent to 75 percent of the city-assigned plan by the end of October, 85 percent by the end of November, and 95–100 percent by the end of December./.
