Ha Noi rolls out tuition exemption and fee support for 2025–2026 school year

VGP - The Ha Noi People’s Committee issued guidance to ensure effective implementation of tuition policies under Decree No. 238/2025/ND-CP for the 2025–2026 academic year.

All public school students, from preschool to high school, will be exempt from tuition fees starting in the 2025–2026 academic year, under a resolution signed by National Assembly Chairman Tran Thanh Man

Vice Chairwoman of the Ha Noi People's Committee Vu Thu Ha signed Official Dispatch No. 5487/UBND-KGVX dated October 8, 2025, on the implementation of tuition policies, tuition exemption and reduction, tuition support and other educational fees for the 2025–2026 academic year.

Tuition exemption will apply to all preschool and general education students at public schools.

Draft policies are being prepared to define tuition compensation for public schools and support for non-public school students.

Schools must strictly comply with rules on service fees and voluntary contributions while publicizing financial and quality information.

No applications will be required for tuition exemption or support thanks to the use of national electronic databases.

Local authorities are tasked with monitoring schools to prevent unauthorized collections.

Overall, the city aims to streamline procedures, enhance transparency, and provide full, timely support to learners.

The Ha Noi People's Committee assigned the Departments of Education and Training, Finance and Justice, along with relevant agencies, to finalize a draft resolution defining tuition levels, the amount of state budget compensation for public schools and tuition support for children and students at private and semi-private institutions.

The level of support will follow the tuition framework under Decree No. 238/2025/ND-CP, but will not exceed the actual tuition fees charged by these institutions.

According to estimations, the total funding required to implement the policy is expected to reach around VND 30 trillion (US$1.14 billion), posing the need for close coordination among sectors and local authorities to ensure effective, timely, and properly targeted implementation.

In the 2025–2026 academic year, Ha Noi has nearly 3,000 preschools and general education schools with about 70,500 classes. Of these, 2,337 are public schools and the rest are private.

The city houses more than 2.3 million students – an increase of 60,000 compared to the previous year.

Ha Noi also has 29 continuing education and vocational centers with about 29,000 high school-level learners and 28,000 students in linked training programs.

Earlier, the Politburo decided to waive tuition fees for all public school pupils from 2025-2026 academic year./.
