VGP - The Ha Noi People’s Council passed a resolution requesting the Prime Minister’s approval for the municipal People’s Committee to oversee a project linking Ha Noi’s Ring Road 4 with Ring Road 5 in neighboring Ninh Binh Province on September 29.

The project, to be funded by the city's budget, has a preliminary total investment of VND840 billion (US$33.2 million) and will be carried out under the public investment model. Construction is expected to take place from 2026 to 2028.
At the same meeting, the 16th Ha Noi People's Council also approved adjustments to the investment policy for land acquisition, compensation, resettlement, and site clearance related to the road connecting Gia Binh Airport with Ha Noi (within Ha Noi's jurisdiction).
According to the Ha Noi People's Committee, Component Project 1, previously titled "Compensation, support and resettlement in Gia Lam District, Ha Noi," has been expanded to include Thuan An and Phu Dong communes in Ha Noi, as well as Tu Son and Phu Khe wards in Bac Ninh Province. The project owner has been reassigned from the Gia Lam District People's Committee to the Phu Dong Commune People's Committee.
