Hà Nội sets sights on fully electric taxi fleet by 2030
VGP - The municipal Ha Noi People’s Committee unveiled an ambitious roadmap to transition the capital’s entire taxi fleet to electric and green-energy vehicles by 2030, backed by a comprehensive package of incentives and support policies for businesses.

Under the plan, Ha Noi aims to steadily increase the share of clean-energy taxis over the next five years. Electric and green vehicles are projected to account for 63–64 percent of the fleet in 2026, rising to 68–70 percent in 2027, 74–77 percent in 2028, and 88–96 percent in 2029, before reaching 100 percent by 2030.
Supportive policies to drive transition
Between 2026 and 2030, the city will focus on refining mechanisms to support taxi operators in shifting away from petrol and diesel. Public awareness campaigns will be expanded to build consensus, while investment in charging infrastructure—particularly at taxi parking areas—will be accelerated.
Authorities also plan to introduce financial incentives, including partial interest rate subsidies on commercial loans for taxi firms and infrastructure developers investing in electric mobility. Eligible stakeholders will be able to access preferential financing from local development funds and other lawful sources.
Additional measures under consideration include reductions or exemptions on vehicle registration fees for electric taxis, especially those converted from fossil-fuel vehicles. Parking fees at public facilities may also be lowered, and investors in charging networks could benefit from preferential loans and support in site clearance.
Building enabling infrastructure
A synchronized charging network will be developed in line with urban planning priorities, focusing on key areas such as city centers, ring roads, airports, railway stations, and major transport hubs. Existing parking lots and petrol stations will be encouraged to install charging points, while new projects will be required to allocate space for such facilities.
At the same time, relevant agencies will review and adjust regulations related to charging station planning, power grid connectivity, and traffic arrangements to ensure compatibility with emerging technologies and real-world demand.
Toward a low-emission urban transport system
The transition to electric taxis will be closely linked with the rollout of low-emission zones, where high-polluting vehicles will be gradually restricted and eventually phased out. Hà Nội is also studying the deployment of smart traffic monitoring systems integrated with vehicle inspection and emissions databases.
The city plans to submit a resolution to the People's Council outlining incentives for clean-energy vehicle conversion and measures to curb high-emission transport, including proposals to extend the current exemption on registration fees for electric vehicles.
After 2030, Ha Noi will prioritize maintaining stable operations of its green taxi fleet, ensuring convenient access to charging infrastructure and optimizing traffic organization to support clean-energy vehicles.
In recent years, Ha Noi has emerged as a hub for sustainable transport innovation, with companies such as Green and Smart Mobility JSC taking the lead. Operating the "Xanh SM" brand, the firm has deployed thousands of electric taxis powered by vehicles from VinFast, marking a significant step forward in the capital's low-emission mobility transition.
Through coordinated policy support, infrastructure investment, and private-sector participation, the Captial is positioning itself to become one of the first cities in the region to operate a fully green taxi fleet within the decade./.
