Ha Noi sets sights on universal household fire safety

VGP - Ha Noi has set an ambitious target to ensure every household in the capital is equipped with fire prevention tools, reinforcing its commitment to safety under the newly enacted Law on Fire Prevention, Fighting, and Rescue, which took effect on July 1, 2025.

Ha Noi targets 100 percent household fire safety

Stricter enforcement from 2025

Beginning in the first quarter of 2025, the city will tighten fire safety enforcement, including penalties for non-compliance. The Department of Justice will oversee training programs and legal guidance to ensure consistency across agencies. A long-term fire safety strategy is also being expedited, with priority measures scheduled for completion this year.

Community engagement will remain central to the effort, with authorities requiring all households to be equipped with fire safety tools, and ensuring students, workers, and government employees receive mandatory fire safety education. Emergency response units will also be strengthened with additional manpower and equipment to uphold the "four on-the-spot" firefighting principle.

At the same time, Ha Noi has intensified inspections, cracking down on fire safety violations such as unauthorized building modifications and facilities operating without proper certification.

Long-term plan through 2030

In early July, the Ha Noi People's Council approved a plan to enhance fire safety and rescue capabilities for 2025–2030. The plan sets the goal of equipping 100 percent of households, mixed-use buildings, and rental properties with a second emergency exit and fire extinguishers, with at least one household member trained in fire safety and evacuation skills.

By 2030, the city aims to install 3,050 outdoor fire hydrants and provide hydrant coverage for approximately 9,480 streets, alleys, and neighborhoods located more than 200 meters from main streets, which fire trucks currently struggle to access. Additionally, 433 water tanks and fire pump stations will be built in public areas.

Under the 2024 Law on Fire Prevention, Fighting, and Rescue, effective from July 1, buildings used for both residential and commercial purposes are now subject to stricter fire safety standards, adding to general requirements for residential structures./.
