Ha Noi strengthens position as Viet Nam's semiconductor hub

Building a comprehensive semiconductor ecosystem

At the Ha Noi Master Plan Announcement and Investment Promotion Conference 2026 held in late June, the Hanoi People's Committee signed a semiconductor technology cooperation agreement with G-Group Technology Corporation, Russia's Molecular Electronics Research Institute (MERI), Ha Noi University of Science and Technology, and National Security Technology JSC.

Vice Chairman of G-Group Ha Trung Kien assessed that the partnership goes beyond individual projects by connecting government agencies, technology enterprises, universities and international partners. He said such collaboration will help establish sustainable technological capabilities and accelerate the long-term development of Vietnam's semiconductor industry.

Ha Noi has also expanded its cooperation network through 18 memoranda of understanding signed by the municipal People's Committee and the Department of Science and Technology with domestic and international enterprises and research organizations. The agreements cover digital infrastructure, artificial intelligence (AI), semiconductors, integrated circuit (IC) design, technology transfer and workforce development, laying the groundwork for a more complete semiconductor ecosystem and reinforcing Ha Noi's aspiration to become the country's leading center for semiconductor research, design and innovation.

Earlier this year, the Military Industry and Telecoms Group (Viettel) broke ground on Vietnam's first high-tech semiconductor chip manufacturing plant at Hoa Lac Hi-Tech Park. Spanning 27 hectares, the facility is expected to serve as a national center for chip research, design, testing and manufacturing, helping close critical gaps in the domestic semiconductor supply chain while advancing the development of a "Make in Viet Nam" semiconductor ecosystem.

Projects of this scale underscore Ha Noi's growing attractiveness as a destination for semiconductor investment. Beyond drawing major investors, the city is fostering stronger collaboration among government agencies, businesses, research institutions and universities to develop a competitive and sustainable semiconductor industry.

Creating a foundation for long-term growth

To implement the Government's Semiconductor Industry Development Strategy to 2030, with a vision to 2050, Ha Noi has introduced Plan No. 212/KH-UBND, which aims to establish the capital as Vietnam's leading center for semiconductor research, development and workforce training while strengthening its regional competitiveness through public-private partnerships.

Under the plan, Ha Noi targets training at least 22,000 university and postgraduate semiconductor professionals by 2030.

The city also plans to establish an International University of Technology, a semiconductor and data research and development center, and a semiconductor technician training center at Ha Noi High-Tech Vocational College.

In parallel, it seeks to attract at least 20 chip design companies and expand advanced semiconductor packaging and testing projects.

Ha Noi's ambitions are supported by several strategic advantages. The capital has been selected to host the national semiconductor chip prototyping support center and already accommodates a growing number of AI, semiconductor and R&D initiatives. In addition, the 2026 Capital Law and new decentralization mechanisms provide greater flexibility to promote science, technology and innovation, while continued investment in Hoa Lac Hi-Tech Park is reinforcing its role as a key national hub for high-tech research and innovation.

By steadily expanding its semiconductor ecosystem through strategic partnerships, infrastructure development and workforce training, Ha Noi is laying a solid foundation for sustainable growth. These efforts are expected to strengthen the city's competitiveness, support Viet Nam's technological transformation and deepen the country's participation in the global semiconductor value chain./.
