Ha Noi targets 22% of GRDP by end-2026

The digital economyhas become one of the capital's most dynamic growth engines, boosting economic output while reshaping governance, business operations and public service delivery, laying a solid foundation for the city's next stage of development.

According to a report by the municipal People's Committee, the digital economy accounted for an estimated 16.7 percent of Ha Noi's GRDP, equivalent to around US$5.5 billion, during the first six months of 2026. At current prices, the sector expanded by 10.6 percent compared to the same period last year.

Against the city's overall GRDP growth of 8.2 percent, the digital economy added an estimated 1.1 percentage points, underscoring its increasingly meaningful contribution to economic performance.

To sustain this momentum, Ha Noi has continued to strengthen its policy framework. In June, the municipal People's Council adopted four resolutions under the revised Capital Law, introducing mechanisms for high-tech parks, incentives for strategic investors, support for private enterprises and measures to accelerate digital transformation.

Together with newly approved development plans for e-commerce, the semiconductor industry and the night-time economy, these policies provide a more comprehensive institutional foundation for digital economic growth.

Foreign direct investment (FDI) has remained a key growth driver. From the beginning of the year to June 26, science and technology-related industries attracted US$2.22 billion, accounting for 68 percent of the city's total registered FDI. More than 60 percent of the inflows came through capital contributions and share acquisitions, reflecting growing confidence among international investors in Ha Noi's innovation ecosystem.

The city is now home to nearly 11,000 digital technology enterprises, representing around 14% of the national total, with combined revenue estimated at VND277.7 trillion (US$10.5 billion). In addition to the Hoa Lac Hi-Tech Park, Ha Noi is developing new digital technology zones in Tay Tuu, Phu Dien, Thuong Cat and Dong Ngac to attract technology firms and multinational corporations.

Digital transformation is also generating tangible benefits across a wide range of sectors. Nearly 9.35 million residents, or 99 percent of the population, now have standardized electronic health records, providing a strong foundation for smart healthcare services. At the same time, major heritage attractions, including the Temple of Literature and Hoa Lo Prison Relic, have adopted 3D mapping and augmented reality technologies to enrich visitor experiences, particularly through night-time tourism products.

At the grassroots level, digitalization is creating new opportunities for traditional industries. In Chuong My Ward, all 63 OCOP (One Commune One Product) products are now sold through e-commerce platforms, increasing revenue by 20-30 percent while lowering distribution costs. Meanwhile, digital markets and cashless shopping streets in Dong Anh and Thanh Oai have achieved full QR-code adoption among local businesses.

Despite this progress, the city must raise the digital economy's share of GRDP by another 5.3 percentage points to reach its year-end target. To accelerate implementation, the municipal People's Committee has launched a 100-day digital transformation campaign, assigning one-third of its tasks directly to commune- and ward-level authorities while focusing the remainder on supporting businesses, household enterprises and traditional craft villages.

Supported by stronger institutions, sustained investment in digital infrastructure and coordinated efforts across all levels of government, Ha Noi is working to establish the digital economy as the primary engine of sustainable growth while strengthening its position as Viet Nam's leading hub for innovation and digital transformation./.
