Ha Noi targets to have 30,000 new businesses in 2025
The goal was outlined in Document No. 129/KH-UBND, issued on May 10 by Chairman of the Ha Noi People's Committee Tran Sy Thanh.
The plan implements Prime Minister Directive No. 10/CT-TTg dated March 25, 2025, which focuses on promoting the development of small and medium-sized enterprises (SMEs).
Under the directive, Ha Noi is adopting a citizen- and business-centered approach, calling on local agencies to provide proactive and coordinated support for entrepreneurs.
To enhance the business environment, the city will continue simplifying administrative procedures throughout 2025. It aims to reduce compliance costs and processing times for all administrative and internal procedures within its jurisdiction by at least 30%. Hanoi also plans to eliminate 30 percent of unnecessary business conditions to improve transparency and regulatory oversight.
By 2025, the city targets having more than 50 percent of its enterprises engaged in innovative activities. Ha Noi also aims to attract 20–25 businesses to participate in its Key Industrial Products Program, recognizing 30–35 products, including 10–15 newly certified ones. Total retail sales of goods and services are projected to grow by 9–10 percent.
In addition, the city expects to create around 167,000 new jobs in 2025, maintain the urban unemployment rate below 3 percent, and increase the proportion of educated workers to 75 percent, with 55 percent holding formal qualifications or certificates.
Ha Noi also aims to disburse more than 95 percent of its allocated public investment capital by the end of 2025.
As of late 2024, the capital had over 400,000 registered businesses, nearly 220,000 of which were active. Small and medium-sized enterprises accounted for 98.2 percent of these firms, contributing 55.1 percent of employment and over 40 percent of the city's GDP. Up to 29,400 new enterprises registered in 2024 — down 7.2 percent compared with 2023./.
