Ha Noi targets 91.5% of population covered by health insurance
VGP – The Ha Noi People’s Committee recently issued Plan No. 20/KH-UBND on implementing social security and health insurance tasks in 2021, targeting to increase health insurance coverage to 91.5% of the city's population this year.
Under the plan, the percentage of workers participating in compulsory social insurance will reach 39% of the total working-age population, while the rate of workers participating unemployment insurance will be 37%.
In addition, the percentage of workers participating in voluntary social insurance is expected to make up 1% of the working-age population (farmers and workers in the informal sector).
In 2021, Ha Noi will also work towards ensuring 100% of units and organizations perform social security and health insurance transactions by electronic means.
The city has set the aim of implementing level-4 online public services in all areas regarding social security and health insurance, while keeping the social insurance debt ratio equal to or lower than the national average debt ratio to ensure the legitimate rights and interests of employees.
At the same time, Ha Noi will strengthen the inspection over insurance-covered medical examination and treatment expenses, and the prevention and control of social insurance and health insurance fund abuse and profiteering, as well as ensuring insurance-covered medical examination and treatment expenses within the assigned estimate, ensuring the payment of social insurance and unemployment insurance benefits, and stepping up the payment of social insurance and unemployment insurance benefits via ATM cards.
In order to realize the aforementioned targets, Ha Noi will synchronously implement a number of tasks, including strengthening communication and legal dissemination about social security and health insurance; sustainably developing social security, health insurance and unemployment insurance participants; strengthening administrative procedure reform, the IT application and the provision of level-4 online public services; and developing the number of people receiving pensions and monthly social insurance allowance through ATM accounts.
Relevant departments and units have been asked to direct the mobilization of trade union members and people from all strata to fulfill the goals and tasks set out in the plan.
