VGP - Ha Noi is striving for GRDP growth of more than 11% in 2026, a demanding but attainable goal, according to Chairman of the Ha Noi People’s Committee Vu Dai Thang.

Addressing the city's year-end review conference on December 29, Vu said the target can be met if the city maintains the decisive, action-driven momentum shown in recent months. He urged all departments and local agencies to rapidly clear pending proposals, remove bottlenecks, finalize work programs, and issue detailed 2026 action plans without delay.

"All plans must turn the Politburo's strategic resolutions into tangible outcomes and directly tackle the city's five major bottlenecks: urban disorder, traffic congestion, environmental pollution, flooding, and food safety," he stressed.

Vu highlighted science, technology, and digital transformation as core growth engines, aligned with the Politburo's Resolution 57 on advancing science, technology, innovation and digital breakthroughs. He said agencies under the municipal committee will oversee 168 of the 230 key tasks assigned by the city, while also upgrading the iHanoi app into a real-time public feedback channel, strengthening the shared data platform, and ensuring effective operation of the Intelligent Operations Center (IOC).

The city will refine its strategic development framework, unlock new growth resources, and concentrate on completing 82 priority tasks under the Ha Noi Party Committee's action program.

At the same time, Ha Noi will accelerate ring-road construction, clear transport bottlenecks at major gateways, expand the use of special policy mechanisms, and finalize long-term urban planning to attract strategic investors in high-tech manufacturing, semiconductors, and the digital economy.

Several flagship projects launched in 2025 — particularly those kicked off on August 19 and December 19 — will continue to receive priority. These include the Red River Landscape Boulevard and the Olympic Sports Urban Area. Ha Noi will also expand digital and data infrastructure tied to its innovation ecosystem and speed up development at Hoa Lac Hi-Tech Park.

Vu emphasized the need to build a professional, accountable and integrity-based civil service, encouraging initiative and a results-first mindset. He pledged to push decentralization with stronger oversight and inspections, and to replace officials who dodge responsibility or hinder progress.

He also called for sustained cooperation from central agencies and urged the Vu chapter of the Viet Nam Fatherland Front to enhance public supervision and reinforce national unity.

Strengthening grassroots governance

Head of the Organization Commission of the Ha Noi Party Committee Hà Minh Hải said that completing and effectively operating the city's two-tier local government model will be one of Ha Noi's most important priorities in 2026. He noted that Party-building work will undergo major reforms in personnel management, clearer job positioning, and more substantive recruitment and performance evaluation.

Ha also pointed to accelerated administrative reform and digital transformation, including development of the shared data platform, the gradual formation of a Digital Twin Ha Noi, and wider application of AI and data analytics to support policymaking and governance decisions.

Chairwoman of the Ha Noi People's Council Phung Thi Hong Ha said local councils at ward and commune level must uphold five core priorities in 2026. She stressed that these councils must serve as the closest level of state authority to citizens, with actions grounded in legitimate public interests, reflecting public aspirations, and protecting grassroots democracy.

"Each council resolution must clearly define responsibilities, expected outcomes and feasibility based on local resources and conditions. Every councilor must stay close to the people, take accountability, and follow through on voter petitions without pushing duties upward," she said.

Expanding administrative decentralization

Director of the Ha Noi Public Administrative Service Center Cu Ngoc Trang reported that 456 administrative procedures have been delegated since the two-tier government model took effect on July 1, 2025. In December 2025, the center proposed further decentralization of 243 additional procedures from 2026 onward.

"2026 is the year when the model must deliver real depth and citizen proximity," Cu said, recommending that by December 2026, the city retain no more than 20% of administrative procedures at the municipal level, with the rest handled by grassroots authorities, backed by adequate staffing and resources.

2025 achievements set foundation for acceleration

Reports at the conference showed that the Capital completed 10 major tasks in 2025, including: effective rollout of the two-tier local government model, strong execution of Politburo and General Secretary To Lam's directives, successful celebration of the 80th anniversary of the August Revolution and National Day, 8 percent GRDP growth, and — for the first time — State budget revenue surpassing VND600 trillion (US$22.8 billion).

The conference brought together nearly 12,000 delegates from all 126 wards and communes, reflecting unified political resolve as the capital prepares to enter a decade of rapid and sustainable development starting in 2026./.
