This is part of the city's recently-issued plan on setting a target of providing entrepreneurship skills training to all students at educational and training institutions.

In the coming period, the capital will focus on developing a professional pool of lecturers with expertise in entrepreneurship, designing flexible curricula and establishing "creative spaces" at school and university campuses.

The city will also establish entrepreneurship clubs and creative spaces within educational institutions, while developing networks of experts and mentors to help students turn their business ideas into reality.

Laying foundation for entrepreneurship education

During the 2026–2030 period, Ha Noi will focus on laying the foundations and expanding entrepreneurship education and awareness programs.

Accordingly, all of training institutions will issue and publicly disclose regulations on entrepreneurship support and provide students with start-up support services.

The city also targets 90 percent of students completing an entrepreneurship module or participating in at least one entrepreneurship skills course, while generating at least 100 new student start-ups per 10,000 full-time students each year.

For general education institutions, the plan sets targets for entrepreneurship orientation among 70 percent of upper-secondary students, 40 percent of lower-secondary students and 20 percent of primary school students.

In the 2031–2035 period, the city will focus on completing its student entrepreneurship ecosystem and substantially improving its quality.

The city also aims to increase the number of new student start-ups to at least 120 per 10,000 full-time students each year, with key institutions expected to achieve a higher rate of 180 start-ups per 10,000 students annually.

For general education institutions, entrepreneurship orientation is expected to reach all of upper-secondary students, half of lower-secondary students and 25 percent of primary school students.

Through the plan, Ha Noi aims to foster an entrepreneurial mindset from an early age, strengthen the connection between education, innovation and business, and build a more comprehensive ecosystem capable of supporting students in transforming creative ideas into viable start-ups./.
