Ha Noi to pilot new grassroots governance model in two communes

VGP - Ha Noi will pilot a new "socialist commune/ward" model in Phuc Thinh and Thu Lam communes as part of efforts to modernize grassroots governance, improve the effectiveness of local administration, and enhance residents' quality of life.

The initiative is set out in Resolution No. 16-NQ/TU, issued by the municipal Party Committee on July 8. 

It aims to translate the goals and values of socialism into practical governance at the grassroots level while building a modern, transparent, efficient and service-oriented local administration that promotes people's right to mastery.

The pilot is also expected to provide a practical basis for refining policies before the model is expanded across the capital.

Under the resolution, people will remain at the centre of the development process as both the driving force and the ultimate beneficiaries. Policies and solutions will focus on improving living standards, ensuring social equity and progress, leaving no one behind, and fostering balanced development across the economic, cultural, social and environmental pillars.

Phuc Thinh and Thu Lam communes were selected based on their development potential, infrastructure, governance capacity and readiness to implement innovative approaches.

The city will conduct comprehensive assessments throughout the pilot, covering resource mobilization, infrastructure, human resources, data governance, administrative capacity and regional connectivity, including transport, public services, environmental protection and public security.

A controlled pilot mechanism will be established to test new approaches to spatial planning, service-oriented governance, citizen participation and systems for measuring quality of life and happiness. Ha Noi will also develop a unified set of measurable indicators to evaluate the model's effectiveness.

To support implementation, the city will prioritize investment in the two pilot communes, strengthen the capacity of grassroots officials, accelerate digital transformation, develop shared data platforms and expand commune-level digital government services, including fully online public services and digital platforms for receiving and monitoring public feedback.

According to the roadmap, Ha Noi will complete the project and implementation plan in 2026. The model will be piloted in Phuc Thinh and Thu Lam communes during the 2027–2030 period, followed by a review in 2030 to refine relevant policies and assess the feasibility of broader implementation.

If the pilot proves successful, the model will be gradually expanded to other eligible localities across the capital during 2031–2035, with a comprehensive evaluation scheduled for 2035./.
