Ha Noi to roll out US$34 million canal project to revitalize the To Lich River

VGP - The Ha Noi People’s Committee will implement an urgent project worth VND869 million (US$34 million), funded by the city’s budget to upgrade Thuy Phuong Canal, which will supply water for the To Lich River and reduce flooding in nearby residential areas and revitalize the river.

The Ha Noi People's Committee issued Decision No. 5520/QĐ-UBND to construct an emergency project to renovate the Thuy Phuong canal in order to urgently replenish water for the To Lich River and increase resolution for handling flooding in Resco, Ecohome, Diplomatic Corp, West of West Lake, Ciputra and surrounding areas.

The project is being constructed to ensure a stable supply of quality-standard water while also increase the flow in order to maintain the To Lich River's current, with water sources from the Red River. With the aim to reduce pollution, the project also serves to enhance urban landscape, support drainage improves the quality of life for residents.

Additionally, the project will support drainage for the Co Nhue sub-basin toward Nhue River and To Lich River which would help reduce flood in certain residential areas along with providing irrigation for existing agriculture land.

The construction site is located in Dong Ngac, Xuan Dinh and Nghia Do wards; where it is invested and managed by the City's Project Management Board for Technical Infrastructure and Agricultural Construction.

The Ha Noi People's Committee also assigned the People's Committee of Dong Ngac, Xuan Dinh and Nghi Do wards to take charge of site clearance and land handover to investors according to the required schedules, while coordinate with provide necessary support for investors to implement the project.

Previously, to renovate To Lich River prior to the September 2 (National Day), Ha Noi has implemented an immediate solution by taking treated water from the Tay Ho Wastewater Treatment Plant through West Lake to supplement the river.

Ha Noi has also simultaneously implemented environmental improvement measures for the To Lich River such as collecting wastewater, dredging the riverbed, renovating embankments and cleaning up both side of the riverbanks.

The Ha Noi People's Committee plans to submit a proposal to the City People's Council for a project to build a park along both banks of the To Lich River a mean to rejuvenate the river.

The To Lich River stretches 13.4 kilometers, starting from Nghia Do Canal near Hoang Quoc Viet Street and flowing into the Nhue River through Thanh Liet Dam or into the Red River through the Yen So Pumping Station.

Originally a branch of the Red River, the To Lich River has suffered heavy pollution for many years due to interruptions in water supply and disposal of effluents from households and craft villages.

The project will study elevation levels and water quality to ensure stable replenishment for the To Lich River. It aims to maintain continuous flow, create green landscapes along Thuy Phuong Canal and keep the To Lich River's water level between 4 and 4.5 meters.

In late September and early October, Ha Noi experienced two rounds of severe flooding caused by heavy rains. Areas such as Ecohome, Diplomatic Corps and the western side of the West Lake were among the hardest hit, with prolonged and deep inundation. One of the city's key solutions is to build regulating lakes to tackle urban flooding, though progress has been slow. Planned projects include Xuan Dinh Lake (5 ha), Co Nhue 1 Lake (10 ha), Co Nhue 2 Lake (9.8 ha), Lien Mac 1 Lake (13 ha) and Thuy Phuong 2 Lake (14.5 ha)./.
