Ha Noi, Vientiane to strengthen cooperation in education, transport and people-to-people exchange

VGP - Secretary of the Ha Noi Party Committee Bui Thi Minh Hoai proposed that Ha Noi and Vientiane review their cooperation activities for 2022–2025 and renew their partnership with more practical and concrete programs in the coming years.

She emphasized that future cooperation should prioritize agriculture, vocational and official training, youth exchanges, and education.

Her counterpart, Vientiane Party Secretary Anouphap Tounalom, expressed his wish to strengthen collaboration in sectors where both capitals hold strong potential, particularly education, road connectivity, and sustainable economic investment. He suggested maintaining regular high-level exchanges and delegation visits, while also ensuring effective implementation of signed agreements.

The Lao leader proposed that Ha Noi increase its annual scholarship quotas for Vientiane students. In return, Vientiane would provide support in Lao language training for local trainees. He also called for close coordination in celebrating major milestones, including the 65th anniversary of Viet Nam–Laos diplomatic relations and the 50th anniversary of the Treaty of Friendship and Cooperation.

Highlighting Ha Noi's recent achievements, Secretary Bui noted that the city has maintained steady growth despite global uncertainties. She stressed that the adoption of the two-tier local government model has helped make public administrative services more efficient and citizen-friendly. With Party congresses completed at the grassroots level, Ha Noi is now preparing for its 18th Party Congress in October 2025, which will outline key development directions for the coming years.

Tounalom, for his part, commended Ha Noi's progress and briefed his host on Vientiane's preparations for several historic events in 2025, including the 70th anniversary of the Lao People's Revolutionary Party, the 50th National Day of the Lao PDR, and the 100th birth anniversary of President Kaysone Phomvihane.

Both leaders pledged to deepen cooperation between the two capital cities and their nations, acknowledging past achievements while committing to new initiatives that leverage their respective strengths.

"In the time ahead, the two capitals will continue to uphold their commitments, promote sustainable projects, and build on their tradition of close friendship," Secretary Bui affirmed while welcoming her Lao counterpart on the occasion of Viet Nam's 80th National Day.

On this occasion, she also expressed gratitude to the Vientiane authorities for recommending that the Lao Party and State confer the Second-Class Development Order on Ha Noi.

The two Party leaders agreed that by enhancing cooperation in education, transport, and people-to-people ties, Ha Noi and Vientiane will not only reinforce their special friendship but also contribute positively to regional and global development./.
