Vice Chairman of the Ha Noi People's Committee Do Anh Tuan made that above statement while addressing the 22nd National Conference on Foreign Affairs held in Ha Noi on August 2.
Significant progress in expanding global engagement
In his remarks, Do said, over four decades of Viet Nam's reform and international integration, the capital city has made significant progress in expanding its global engagement.
Currently, investors from 117 countries and territories have poured investment in Ha Noi. Last year, the city attracted US$4.29 billion in foreign direct investment (FDI), placing it among Viet Nam's leading localities.
Cumulative FDI inflows since the beginning of the year have reached US$3.388 billion, equivalent to 75.3 percent of the city's annual target.
Hanoi is also an active member of several multilateral organizations and networks, including the UNESCO Creative Cities Network and the UNESCO Global Network of Learning Cities.
Through diplomatic forums, international summits, and high-level meetings, Ha Noi has not only promoted its image as both a "City for Peace" and a "Creative City", but has also actively attracted high-quality investment, gained access to advanced technologies, and tapped into expertise from developed countries.
Visits by foreign heads of state and international delegations provide valuable opportunities for Ha Noi to strengthen ties with government agencies, businesses, research institutes, and global corporations.
Through high-ranking visits made by senior leaders, Ha Noi has expanded international cooperation in pioneering fields such as artificial intelligence (AI), digital transformation, clean energy, biotechnology, and smart urban development.
"As the capital city enters a new stage of development, supported by the exceptional institutional framework provided by the 2026 Capital Law and a 100-year strategic master plan, the city has identified science and technology, innovation, and cultural industries as the core drivers that will determine the pace and quality of its growth," the Vice Chairman stated.
Ha Noi to elevate external affairs work through 2030
The Ha Noi official said, in line with the foreign policy orientation of the 14th National Party Congress, the capital city aims to elevate its external affairs work through 2030 by making it more substantive, proactive, and results-oriented. External affairs will play a trailblazing role, paving the way to attract global investment capital, knowledge, and technology ecosystems.
According to the Vice Chairman, Ha Noi's immediate priority is to implement the 50 memoranda of understanding (MOUs) signed during the Ha Noi Capital Master Plan Announcement and Investment Promotion Conference held in recent June.
The city is also reforming its approach to transform Hoa Lac High-Tech Park into Viet Nam's leading hub for technology development and innovation. Priority will be given to FDI projects in high technology, digital technology, supporting industries, and especially research and development (R&D) centers.
At the same time, Ha Noi is positioning its external affairs strategy in close alignment with the national foreign policy. The city is enhancing coordination with the Ministry of Foreign Affairs and relevant central government agencies to maximize resources and effectively implement the 2026–2030 coordination framework between the Party Committee of the Ministry of Foreign Affairs and the Ha Noi Party Committee.
On this occasion, the Vice Chairman proposed that the Ministry of Foreign Affairs and Vietnam's overseas representative missions continue supporting Ha Noi in integrating cooperation on technology transfer, innovation, and talent attraction into high-level diplomatic activities and cooperation programs.
It is necessary to share strategic information on emerging technology trends and facilitate connections with the world's leading innovation and cultural industry partners that align with Ha Noi's development priorities, underlined the official.
He urged diplomatic agencies to assist Ha Noi in monitoring, expediting, and implementing international cooperation commitments, swiftly translating commitments into concrete investment programs and projects in the capital.
Ha Noi is committed to continuously reforming its institutions, optimizing the investment environment, and developing synchronized infrastructure so that it remains the most trusted, secure, and attractive destination for global investment in technology and innovation.
Together with the development of cultural industries, these twin growth engines will open a new chapter of breakthrough development for the capital in the new era, the Vice Chairman affirmed./.
