The plan is made on an area of more than 3,359 km2. The scope includes the entire administrative boundaries of Ha Noi Capital, with 126 commune-level administrative units (51 wards, 75 communes).

The master plan of Ha Noi Capital with a 100-year vision takes the Red River as the main ecological and cultural landscape axis; closely linked with the Capital region, the Red River Delta region, the Northern Midlands and Mountains region and national and international economic corridors.

Urban space is divided into three large layers including underground, ground and above.

In the "multi-layered" structure, Ha Noi identifies four layers of coexisting values including heritage - culture, ecology - nature, society - community and economy - digital infrastructure.
