Mr. Nguyen Duy Ngoc appointed Secretary of Ha Noi Party Committee
VGP - The Politburo decided to appoint Politburo member, Secretary of the Party Central Committee and Chairman of the committee’s Inspection Commission Nguyen Duy Ngoc as Secretary of Ha Noi Party Committee in the 2025-2030 term on November 4 in Ha Noi.

Accordingly, Mr. Nguyen Duy Ngoc succeeded Ms. Bui Thi Minh Hoai, who had been assigned by the Politburo to serve as Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations for the 2020–2025 term.
At the first session of the 13th Party Central Committee in February 2021, Bui was elected to the Party Secretariat. Two months later, she was appointed Head of the Central Mass Mobilization Commission. In May 2024, during the 9th plenary session of the 13th Party Central Committee, she was elected to the Politburo. By July 2024, the Politburo assigned her as Secretary of the Ha Noi Party Committee. She was re-elected to this position in October 2024.
The Ha Noi Party Committee currently comprises four deputy secretaries namely Mr. Nguyen Van Phong (aged 57), Mr. Tran Sy Thanh (54), Mr. Nguyen Trong Dong (56), and Ms. Phung Thi Hong Ha (54).
Dedicating full heart and energy to the capital’s development
In his address, Secretary Ngoc expressed deep gratitude to the Politburo, the Party Central Committee’s Secretariat, and particularly to General Secretary Lam for their trust and confidence in assigning him this important responsibility.
He stated that he is fully aware that this assignment represents the Party’s trust, the organization’s mission, and also a solemn reminder of his duty to dedicate his passion, intellect, and sense of responsibility to serve the Party and the people, contributing to the construction and development of the capital.
“I always believe that a Party official must place the interests of the Party and the people above all else. Wherever we are and whatever role we hold, we must always be ready to take on challenges, assume responsibility, and fulfill our duties wholeheartedly,” he affirmed.
Secretary Nguyen recalled that Ha Noi was where he spent his early years of public service — a place that shaped his professional growth and instilled in him lessons on dedication, integrity, and responsibility in serving the people.
Though he has since worked in various positions and environments, Ha Noi has always remained his spiritual foundation — a source of pride and deep emotional connection.
“Today, as I return to Ha Noi under the Party’s assignment, I do so with a vow to dedicate my full heart and energy to the capital’s development,” Secretary Ngoc emphasized.
He expressed profound gratitude to generations of leaders, mentors, and colleagues who have taught, guided, and accompanied him throughout his career, and paid tribute to the enduring values built by past generations of Ha Noi’s leaders, officials, Party members, soldiers, and residents.
With steadfast confidence, he affirmed: “Together, we will build a new phase of stronger development, worthy of Ha Noi’s thousand-year-old heroic legacy and its stature as the capital of Viet Nam.”

According to Secretary Ngoc, serving as Secretary of the Ha Noi Party Committee is not only a great honor but also a heavy responsibility. He pledged to thoroughly study and implement the guidance and instructions delivered by Party General Secretary Lam during the appointment ceremony.
He also committed to following the directions given by the General Secretary in his four previous working sessions with the Ha Noi Party Committee. These include the strategic questions and seven key tasks emphasized at the 18th Congress of the Ha Noi Party Organization.
“I promise to give my utmost effort, working with dedication, integrity, and fairness. I will not fear challenges or avoid responsibility but will wholeheartedly join the Party Committee, the government, and the people of the capital to successfully fulfill all tasks entrusted by the Party and the State” Secretary Ngoc pledged.
This will be done in the spirit of the General Secretary’s words: ‘When Ha Noi commits to something, it must act — act quickly, act correctly, act effectively, and see it through to the end.’”
He further affirmed that he will work closely with the Standing Committee, the Executive Committee, and the entire Ha Noi Party Organization to maintain unity and solidarity, placing collective interests above all, and viewing people as the center and measure of all progress. He emphasized the importance of matching words with action and acting for the people, the nation, and the capital.
“I deeply understand that Ha Noi’s true strength does not lie merely in its size, resources, or position, but in the faith, intelligence, creativity, and solidarity of its people. No success comes from a single individual — only unity, determination, and dedication can create achievements,” he said.
“I therefore call upon all officials, Party members, public servants, officers of the armed forces, the business community, intellectuals, artists, students, workers, and overseas Hanoians everywhere to join hands, contribute ideas and creativity, and act together for the capital,” Secretary Ngoc stressed.
Biography of the new Secretary of Ha Noi Party Committee
Nguyen Duy Ngoc was born in 1964 in Luong Bang Town, Kim Dong District, Hung Yen Province.
He holds a master's degree in law and has an extensive career in law enforcement.
Key positions he has held include:
Deputy Director of the Ha Noi Police Department.
Deputy Director General of the General Department of Police.
Director of the Police Department for Corruption, Economic, and Smuggling Crimes.
Deputy Minister of Public Security (appointed August 15, 2019), holding this role for nearly five years.
Promoted to the rank of Senior Lieutenant General in December 2023.
In May 2024, the Politburo assigned him as Chief of the Party Central Office.
In August 2024, he was elected to the Secretariat of the 13th Party Central Committee.
On January 2025, he was appointed as Chairman of the committee’s Inspection Commission
