Addressing local officials and residents, the Party leader emphasized that the strength of unity is built on simple yet profound values—trust and compassion. When the nation’s interests are placed above all else, he said, differences can be harmonized and obstacles effectively addressed.
General Secretary To Lam stressed that national unity must begin within the Party, expand across the political system, encompass all social strata, and extend to the international community.
He outlined seven priority areas for strengthening unity and accelerating national development including (1) putting people at the center; (2) enhancing discipline and integrity; (3) streamlining the administrative apparatus; (4) unlocking development resources; (5) improving welfare, culture, and human development; (6) integrating national defense and security with global engagement; (7) promoting people-to-people diplomacy alongside cultural, sports, tourism, and educational exchanges.
He also underscored the importance of the “Five Dares”—daring to think, speak, act, take responsibility, and innovate for the common good—and the “Three Togethers” of planning together, acting together, and sharing together as guiding principles for building stronger unity.

On local governance, the Party chief called for greater democracy, transparency, and dialogue to build social consensus, protect the legitimate rights and interests of citizens and public servants, and develop a leaner, more efficient, and cost-effective administrative system that supports development.
He highlighted unity as a crucial driver of socio-economic progress, essential for accelerating major projects, improving education and healthcare, advancing a just energy transition, safeguarding the environment, and enhancing regional connectivity.
On this occasion, General Secretary To Lam urged all citizens, officials, members of the armed forces, and overseas Vietnamese to continue fostering and strengthening national unity for the country’s sustainable development.
Thuong Cat ward, home to more than 25,000 residents across 18 residential groups, reflects the cultural heritage of the Red River riverside region. It serves as a transitional zone connecting central urban districts with industrial and logistics areas along the Red River and northern suburban Hanoi.
According to Van Thuy Hoa, President of the Vietnam Fatherland Front Committee of Thuong Cat ward, local efforts to promote national unity have been continually renewed to build broad social consensus and mobilize community strength. Movements and patriotic emulation campaigns have produced numerous exemplary models, and many Front committees have effectively mobilized social resources.
To date, 94.5 percent of households in Thuong Cat have been recognized as “cultural families,” and all residential groups have achieved “cultural group” status. The ward operates 45 arts, dance, and fitness clubs and has been free of poverty since 2022, with residents’ living standards continuing to improve./.
