VGP - Prime Minister Pham Minh Chinh has asked for commencing the construction of the Red River Boulevard project and the Olympic-standard complex in Ha Noi on December 19.

Pham said that permanent Government members had agreed in principle with the proposals. He described the two projects as crucial to building a "bright, green, clean, beautiful," modern, and world-class capital city. He requested Ha Noi and relevant ministries to refine the planning documents for submission to the Government, the Government Party Committee, and ultimately the Politburo for final policy endorsement.

The Prime Minister tasked Deputy Prime Minister Tran Hong Ha with leading the preparation of the Politburo submission and asked authorities to propose any additional mechanisms or policies needed to accelerate progress. He also directed the city to develop a comprehensive plan for efficient management of river surfaces, land areas, underground space, and airspace.

Pham underlined the importance of strict compliance with all relevant regulations regarding dike safety, mineral resource management, and environmental impact assessment.

He reiterated that both projects must commence construction on December 19, stressing that timely implementation will help create momentum for "a new era" of development in the capital.

Later the same day, in his role as Secretary of the Government Party Committee, Pham chaired a separate meeting of its standing board to assess progress on implementing the National Assembly's resolution on special mechanisms and policies for investment in the North–South high-speed railway and related preparatory work.

The Red River Boulevard project

The Red River Boulevard project covers an 11,000-hectare urban development stretching more than 40 kilometers along the Red River.

The project will run through 16 communes and wards inside Ring Road 4, affecting about 40,000 residents and carrying an estimated price tag of more than VND400 trillion (roughly US$15 billion).

The project is described as a multi-layered 'green spine' linking the urban core to the river. The design envisions three tiers of development along the banks: housing and service centres on higher ground; parks, promenades and semi-flooded squares in the middle zone; and wetland ecological parks closer to the water, creating a 'green lung' to regulate Ha Noi's air and temperature.

The plan includes eight landscape parks and twelve themed parks, covering around 3,000 hectares of new green space. Two monorail lines, each about 40 kilometer-long, would run along both sides of the river and connect with existing and planned metro networks.

A design of the Olympic sports urban area

Meanwhile, the total research scale for the Olympic sports urban area is approximately 16,080 hectares, with subdivision A covering about 3,280 hectares. The planning period extends to 2045, with a vision set for 2065.

The project's goal is to create an urban complex centered on sports, tourism and ecological services in southern Ha Noi.

It seeks to establish a comprehensive sports complex and Olympic villages that meet regional and international standards, positioning the capital city to host significant events such as the Asian Games and the Olympic Games.
