What are priority areas for innovation support in Ha Noi during 2026-2030?
VGP - The Ha Noi People’s Committee has issued Decision No. 4884/QD-UBND promulgating a list of priority areas for innovation support and innovative startup support for the 2026–2030 period.
The decision, signed by Vice Chairman of the Ha Noi People's Committee Truong Viet Dung, provides an important legal basis for considering priority support for organizations, businesses, and innovative startup projects over the next five years.
The list covers seven key innovation areas that Ha Noi will prioritize for support:
1. Digital technology, artificial intelligence (AI), information and communications technology, and quantum technology
This area includes core technologies such as AI, big data, digital twin, cloud computing, edge computing, the Internet of Things (IoT), blockchain technology, and quantum computing. The list also covers information security, cybersecurity, data protection, as well as digital identification, authentication, and trust systems.
2. Digital government and smart cities
Priority support will cover digital public services; data-driven urban governance; smart parking; electronic ticketing systems; technologies for the management, operation, and utilization of urban railways; intelligent traffic management; urban logistics infrastructure; and charging infrastructure for vehicles.
3. Environmental technology, carbon emissions reduction, and climate change response
This group focuses on environmental monitoring and early-warning solutions; waste treatment technologies; resource-saving solutions; greenhouse gas emissions reduction; development of carbon markets; and the exploitation and use of clean and energy-efficient sources. It also includes flood and natural-disaster warning systems, green urban development, green transportation, and climate change adaptation solutions.
4. Manufacturing technology, automation, and new materials
In manufacturing and production, the city will prioritize the development of robotics, automation technologies, sensor systems, embedded systems, 3D printing, and smart manufacturing models. Particular emphasis will be placed on semiconductor chip design, testing, and packaging, as well as research into and application of bio-based materials, green materials, and advanced materials.
5. Smart healthcare and applied biomedical technology
In healthcare, support policies will focus on applying artificial intelligence to diagnosis, treatment, and health management, as well as developing smart medical devices and biosensors. Ha Noi will also prioritize biotechnology for healthcare, preventive medicine, and telemedicine models.
6. Digital cultural industries and smart tourism
The culture and tourism sector will focus on promoting creative design and digital communications; the digitization, preservation, and exploitation of digital heritage; digital museum models; smart tourism maps; and applications of virtual reality (VR) and augmented reality (AR). The group also supports products related to culinary development, traditional craft villages, and products reflecting Ha Noi's cultural identity.
7. High-tech agriculture and biotechnology
The priority list promotes smart agriculture and precision agriculture models, as well as the application of high technology in the production, harvesting, preservation, and processing of agricultural products. It also supports the use of biotechnology in breeding and variety development, the production of biological products, preservation and processing, as well as traceability systems and food quality and safety controls.
The Decision reaffirms Ha Noi's strategic direction of concentrating resources on the development of high-tech industries, creating momentum for the growth of the capital's startup and innovation ecosystem during the 2026–2030 period./.
