The event was chaired by Vice Chairman of the city's People's Committee Nguyen Xuan Luu and was attended by Commander of the Ha Noi Capital Command General Dao Van Nhan and Political Commissar of the Ha Noi Capital Command Major General Luu Nam Tien, along with representatives from relevant municipal departments and agencies.
In his report, Major General Dao stated that the first half of 2026, political security and social order across the city remained stable. The armed forces also demonstrated their critical role in responding effectively to natural disasters and conducting search and rescue operations, helping safeguard the lives and livelihoods of local residents.
Another notable achievement was the effective implementation of national defense and security education programs. These initiatives not only enhanced the awareness of officials and Party members but also fostered greater public understanding and participation in defense-related responsibilities.
Furthermore, Ha Noi continued to integrate socio-economic development with strengthened investment in national defense, enabling the city to mobilize resources more effectively in support of protecting the capital.

Addressing the event, Vice Chairman of the Ha Noi People's Committee Nguyen Xuan Luu commended the Ha Noi Capital Command and the city's armed forces for their outstanding achievements.
He affirmed that the military and public security forces have consistently served as the most reliable pillar of support for the Party organization, local authorities, and the people of Ha Noi, particularly in responding to emergencies such as storms, floods, and fires.
Looking ahead to the second half of the year, Ha Noi will continue to strengthen the integration of economic development with national defence.
He called for even closer coordination among the Ha Noi Capital Command, the Ha Noi Police, and commune- and ward-level military commands to develop response plans at the grassroots level and ensure that no complacency is shown in the face of any emerging challenges.
The Vice Chairman proposed relevant agencies continue upgrading facilities for commune- and ward-level Military Commands while carrying out plans to equip the armed forces with additional modern and appropriate equipment to enhance their mobility and enable faster responses to operational requirements.
He expressed confidence that the capital city would continue to set a national example in local military and defense work.
