Ha Noi to deploy 11 key databases to accelerate digital transformation
VGP - Ha Noi will introduce 11 major national and sectoral databases by 2025 to drive administrative reform and better safeguard the rights and obligations of citizens and businesses.

The initiative is part of a new plan signed by Truong Viet Dung, Vice Chairman of the Ha Noi People's Committee, aimed at positioning the capital as a leader in building data infrastructure for comprehensive digital transformation, with a strong focus on consistency, efficiency and cybersecurity.
The national databases will cover land management, finance, education and training, civil status, health, commerce, construction, asset and income oversight, administrative violations, agriculture and social security.
To carry out the plan, Government Resolution No. 214—detailing the national action plan on data creation for digital transformation—requires ministries, agencies and localities to begin implementation from September 2025. They will coordinate with the Ministry of Public Security and partner enterprises to develop data and digital transformation strategies across all sectors and local authorities.
Under the new roadmap, Ha Noi will work with the Ministry of Public Security to review and finalize its Data Strategy to 2030; standardize databases across local agencies as they connect to shared digital platforms; and prioritize digitizing data that supports administrative reform, governance and public service delivery.
Local agencies will be required to adopt national digital platforms and information systems provided by ministries and central authorities, ensuring that data is created, standardized, updated and synchronized across all systems.
The city will also review, assess and upgrade shared information systems and databases to ensure seamless connectivity and interoperability across municipal agencies and with national platforms.
To secure resources, agencies must allocate budgets within their assigned funding, designate a chief digital transformation architect, and work with ministries and enterprises to develop Ha Noi's Digital Architecture Framework and Data Strategy.
Ha Noi will also organize training programs to improve digital transformation skills among public officials and the wider community, ensuring effective use of digital platforms.
The Ha Noi Department of Science and Technology will oversee implementation and provide monthly updates to the national monitoring system under Project No. 06—the national digital transformation program. Departments, localities and sectoral agencies must prepare their own plans aligned with the shared roadmap to ensure coordinated and effective execution./.
