The event was co-organized by the Viet Nam National Search and Rescue Committee, the U.S. rescue force, and international organizations.

Addressing the event, Vice Admiral Pham Ngoc Minh, Deputy Chief of the General Staff, Vice Permanent President of the Committee highlighted that a country finds it difficult to effectively respond to natural disasters. International cooperation clearly minimizes the loss of lives and assets. He called on countries to share experience and support each other in response to climate change and natural disasters.

The exercise used a scenario of Super Typhoon ‘ROSE’ which took shape in the Philippines, then entered the East Sea with an average wind of 240kms per hour and sea waves of 12-14 meters . The super typhoon made heavy landfall in Northern and Central Coastal provinces and caused serious damage to lives and assets.

U.S. Vice Ambassador to Viet Nam Susan Sutton said that humanitarian support and disaster rescue are a cooperative priority among countries, including Viet Nam and the U.S.  The diplomat hoped that the exercise would help improve competence in response to disasters caused by nature or accidental human actions./.
