VGP - The 90-day “Night and Day” campaign to clean land data is a key task aimed at standardizing, synchronizing, and linking land data with population data.

The Ha Noi People's Committee issued Plan No. 286/KH-UBND to launch a citywide campaign titled “Enriching and Cleaning the National Land Database”, running from September 1 to November 30.

The initiative aims to enhance the consistency, completeness, and accuracy of land data in the agriculture and environment sectors while improving public services and advancing administrative reforms in land management through digital platforms.

The municipal People's Committee has called for the campaign to be implemented across all levels of government, ensuring that each unit aligns its participation with its political and professional responsibilities. Agencies and individuals are encouraged to act responsibly, take initiative, and apply creative approaches in their work. Outstanding contributions will be promptly recognized and rewarded to encourage wider participation.

The campaign targets four main areas:

-Enhancing existing land databases: This involves improving accuracy, completeness, and reliability by refining technical guidelines and procedures for data collection and updates, verifying land and property ownership data against the national population database, and filling in missing information.

- Developing new digital databases: In areas lacking existing land or housing data, authorities will collect and digitize land-use right certificates, housing ownership documents, and ID cards of land users and homeowners.

- Integrating and sharing data: The city's land database will be fully connected with the national system and other local agencies to ensure seamless information exchange.

- Improving management and operations: Measures will be taken to enhance the security and maintenance of land databases and public services.

Implementation will follow six guiding principles: clear responsibility, tasks, timelines, results, accountability, and authority. Leaders at all levels are responsible for directing the campaign and improving the quality of land-related public services and administrative procedures. The city will prioritize recognizing individuals and organizations that propose practical and innovative solutions.

The Department of Agriculture and Environment will lead the campaign, providing guidance to departments, organizations, and local authorities. It will also report results and recommend commendations for outstanding contributions to the Chairman of the Ha Noi People's Committee in coordination with the city's Emulation and Commendation Board.

Ha Noi is digitizing millions of documents  

For Ha Noi, integration into this system helps improve governance, reduce discrepancies between local and central records, and minimize land disputes. As one of the country's largest and most complex cities, Ha Noi is digitizing millions of documents and converting paper records to electronic form.

Once completed, the system will enable citizens and businesses to easily access land-use information, verify legal status, check zoning maps, and track administrative procedures online. This transparency is expected to reduce complaints and support a healthier real estate market.

The unified data also strengthens urban planning and smart-city development. It allows Ha Noi to monitor land-use changes in real time, enforce zoning, manage major infrastructure projects, and prevent illegal land subdivision—supporting platforms such as digital maps, GIS systems, and the city's iHanoi public-service app.

However, challenges remain, including outdated or inconsistent records, discrepancies between old and modern maps, uneven digital capacity across districts, and the need for staff training and stronger cybersecurity. Authorities are working to standardize data and accelerate digitization.
