Ha Noi targets to cut 30% of red tape to support businesses
VGP - The Ha Noi People’s Committee directed all departments and local authorities to urgently streamline investment conditions, administrative procedures, and compliance costs by 30 percent. The move also involves accelerating the provision of online public services.

The directive, outlined in Official Dispatch No. 1824/UBND-NC dated May 7, 2025, is part of the city's implementation of the Prime Minister's Telegram No. 56/CD-TTg (issued May 4, 2025) and aligns with Government Resolution No. 66/NQ-CP dated March 26, 2025, which calls for a nationwide simplification of administrative procedures.
Under the plan, relevant departments, agencies, and district-level authorities are required to simplify all business-related administrative procedures and internal processes. The city also mandates the full execution of decentralization plans approved by the Prime Minister under Decision No. 1015/QD-TTg, dated August 30, 2022.
All internal administrative procedures must be simplified in accordance with recent regulations on decentralization, devolution, and government restructuring, particularly within the framework of the two-tier local government model.
The directive also highlights the need to restructure workflows and fully integrate all eligible online public services by sector into the National Public Service Portal by June 2025.
The Ha Noi Public Administration Service Center was tasked to fulfill assignments stated in Document No. 5292/VP-NC dated April 21, 2025, and must identify the root causes of any procedural delays.
These efforts are part of Ha Noi's broader push toward digital governance, aiming to fully digitize administrative records and optimize public services by December 31, 2025. The ultimate goal is to enhance efficiency, save time, and deliver improved services to citizens and businesses alike./.
