Ha Noi to put Capital Law into reality
VGP - Chairman of the Ha Noi People's Committee Tran Sy Thanh signed Official Dispatch No. 2565/UBND-NC, initiating the implementation of the Capital Law to bring it into daily life.
Accordingly, the committee tasked the municipal Department of Justice work with the Ministry of Justice and various city departments to develop materials for the dissemination, training, and implementation of the law, as the completion deadline is set for September 1.
The department will also provide guidance on the selection of documents for the compilation and publication of the Capital Law drafting records, digitalizing, and disseminating them through the mass media.
It will join relevant units to create a plan for awareness-raising and training activities tailored to specific fields, audiences, and areas, among others.
For documents under the jurisdiction of central authorities (the Government, Prime Minister, ministries, and sectors, among others), the municipal Departments of Construction, Planning and Investment, Science and Technology, Finance, and Education and Training are set to proactively collaborate with ministries assigned to draft the detailed regulatory documents serving the implementation of the law within the stipulated timelines.
For documents under the jurisdiction of the Ha Noi People's Council and People's Committee, relevant departments, agencies, and sectors will develop detailed implementation plans based on their assigned tasks. They will compile lists of legal documents under their responsibility and submit them to the municipal task force for the implementation of the Capital Law for consolidation and reporting to the municipal People's Council. The deadline for this task is set for August 15.
Specific duties
The Ha Noi People's Committee tasked the Department of Justice to work with its office and other related units to form and issue an implementation plan for the task force and support teams.
The department will also help draft documents for the Chairman of the People's Committee to direct departments as well as district-level and township-level People's Committees to strengthen discipline and ensure resources for timely and high-quality implementation of the Capital Law.
The municipal Department of Home Affairs was assigned to coordinate with the Department of Justice and other units to advise the People's Committee on launching an emulation movement for the implementation of the law.
They will also propose timely commendations for individuals, agencies, organizations, and units with outstanding achievements in the enactment and implementation of the law.
The People's Committee mandated directors, heads of departments, and chairpersons of local People's Committees to take direct responsibility for overseeing and ensuring the quality and progress of drafting and issuing their detailed regulations. They are to regularly monitor and check the progress of these tasks.
They are also required to review and clarify the responsibilities of assigned agencies, units, and individuals who fall into delays or quality problems in the process of drafting and submitting documents. Monthly updates on the drafting progress are to be sent to the task force, which will compile and report to the People's Committee at their regular monthly meetings.
Earlier, the Capital Law was passed on June 28, 2024, as part of the 15th National Assembly's 7th session.
It will take effect on January 1, 2025, with five provisions becoming effective on July 1, 2025. For its implementation, the Ha Noi People's Committee issued Plan No. 225/KH-UBND on July 22 this year./.
