Ha Noi to determine priorities for administrative reform

The plan specifies survey methods for each target group, primarily through online surveys, with direct methods used as necessary. It integrates various measurements, research, and analysis results regarding the 2024 Satisfaction Index of individuals and organizations concerning services provided by the departments and districts. The survey will run until the end of 2024.

The Department of Internal Affairs is in charge of leading and coordinating with relevant agencies to implement the plan, develop guidance documents for local agencies' self-evaluation of 2024 administrative reform performance, and create a monitoring plan for the sociological surveys.

The Ha Noi Institute for Socio-Economic Development Studies will collaborate with the Department of Internal Affairs to draft and submit the sociological survey plan to the City People's Committee.

They will conduct the survey, process and compile the data, calculate survey scores, and prepare a report analyzing the results to determine the 2024 Administrative Reform Index, which will be submitted to the city's leaders.

Earlier, Prime Minister Pham Minh Chinh on July 15 asked ministries, agencies, and localities to enhance the administrative reform, thus contributing to fulfilling socio-economic targets.

The People's Committees of Ha Noi, Ho Chi Minh City, and Binh Duong and Quang Ninh provinces were asked to pilot the one-level public administrative service center model according to the one-stop-shop model from September 2024, with its outcomes to be reviewed in 2025.

In December 2023, the Ha Noi People's Committee issued Decision No.6745/QD-UBND on the State Administration Reform Plan for 2024. 

It aims to streamline and efficiently operate state agencies at all levels, intensify digital transformation, and improve services for the public. 

Currently, all departments, districts, and towns have implemented the 2024 administrative reform plan, and the completion rate in the first quarter has met the set targets.

In the first quarter of 2024, the city issued 32 documents related to administrative management, administrative reform, and the implementation of one-stop-shop and interconnected services. The municipal People's Committee has also instructed agencies to review the implementation of simplified administrative procedures and the processing of citizens' applications and issued seven decisions on administrative procedures in various fields such as land, transportation, home affairs, labor and social affairs, intellectual property, and planning and investment.

Ha Noi has also handled and processed 384 administrative complaints and feedback submitted through various channels such as the hotline, Zalo, email, and the National Public Service Portal. 

On February 28, 2024, the People's Committee issued Plan No.72/KH-UBND to review, assess, and simplify administrative procedures and to enhance the quality of resolution procedures, including online evaluations.

The People's Committee focuses on restructuring organizations, tightening administrative discipline and compliance, clarifying the responsibilities of leaders, and increasing the use of information technology in management and operations to build digital governance. The city continues to improve and elevate its rankings in the PCI, PAR INDEX, PAPI, and SIPAS indices./.
